Project goals

DCJ is inviting open tenders from non-government organisations interested in delivering the Pathways to Safety & Support pilot from 2024-2025 to 2025-2026. The pilot will involve establishing a centralised intake & referral hub & new locally based family support, counselling, & coordination (FSCC) roles to support children & young people who have displayed problematic & harmful sexual behaviours (PHSB), & their families. The pilot will operate across Hunter & New England, covering both metropolitan & regional areas in the Hunter and New England Local Health District

The Pathways to Safety & Support pilot aims to address an identified gap in service delivery & support families with multiple & complex needs to access timely & wrap-around supports. The pilot will build on existing service systems & implement new mechanisms & processes to support collaborative approaches to investigations & assessments, decision-making, case planning & responses to support families when concerns arise that sexual behaviour by a child or young person may not be developmentally typical or it has caused, or might cause, harm to themselves or others. 

The pilot will be designed to give special consideration to priority populations including:

  • Aboriginal & Torres Strait Islander communities
  • LGBTQI+ communties
  • culturally & linguistically diverse communities 
  • people with disability
  • regional & remote communties

Scope

The central intake and referral hub will:

  • provide an identified entry point to streamline PHSB referrals
  • triage cases and determine if any urgent actions are required
  • provide case consultation and advice using a new NSW tool to identify and understand PHSB to determine level of concern and appropriate next steps 
  • ensure that mandatory reporting guidelines have been applied and appropriate reports to the NSW Child Protection Helpline are made as needed 
  • provide case management and coordinate referrals to multi-agency services where required to ensure children and young people and their families can access supports
  • collect data about PHSB referrals and case outcomes for regular reporting, and support research and evaluations. 

The FSCC roles will:

  • lead or coordinate case planning and responses for cases referred to the hub and triaged as needing this level of support 
  • act as a point of contact for children and young people, their families, and for the professionals and services involved
  • undertake a safety and therapeutic needs assessment
  • develop a multi-agency safety, support and cultural plan 
  • partner with Aboriginal and culturally and linguistically diverse organisations to ensure services are culturally sensitive, safe and trauma informed 
  • facilitate interagency briefings, debriefings and review meetings
  • provide psychoeducation and early intervention support to children and young people who demonstrate low level problematic sexual behaviours.
