Project goals

  • As a mandated contract, provide NSW Government and eligible non-Government buyers with the primary means to procure telecommunications services that is in alignment with their requirements. 
  • As a mandated contract, provide suitable telecommunications service providers the primary opportunity to sell their telecommunications services to the NSW Government and eligible non-Government buyers.
  • Deliver value in alignment with the NSW Government’s policies and priorities. 
  • The arrangement will be an enabler, not a barrier. 
  • Work in concert with the procurement pathways of other ICT Categories to allow buyers to easily procure what they need. 
  • Continued drive for a truly competitive telecommunications supply market to NSW Government. 

Scope

The scope of the panel is to provide access to infrastructure, services and technologies that enable the transmission of information over distances through electronic means across three Service Towers:

  • Carriage: telecommunications products that enable communications, or the transfer of data, between two or more static locations. These services can be delivered with a range of underlying transmission media and infrastructure to suit diverse needs,
  • Mobility: telecommunications products that enable communications, connectivity and access to data from almost any location, without a dependency on end-to-end static infrastructure or fixed customer locations. These services often leverage wireless technologies such as cellular networks and are essential for use cases requiring access to resources and communications while on the move, and
  • Compound Services: a broad range of telecommunications, and telecommunications adjacent products provided for the purposes of communications, data transfer, and collaboration internal and external to a customer’s organisation. Compound Services are frequently dependent upon the delivery and operation of telecommunications infrastructure and products which can be provided discretely within the scope of other Service Towers.

The previous Notice published on 11-Feb-2025 at 11:41 AM contains incorrect information. The session focused on how to navigate use and respond compliantly to Schedule 3 to Part 3 – Non-Mandatory (Effectiveness and Pricing) Response Schedule of the RFT was held on Friday 14 February from 9:00am to 11:00am AEDT and a recording of the session was published via Addendum 04 on 14 Feb 2025 at 17:10 PM. Tenderers are encouraged to submit all questions regarding Schedule 3 to Part 3 – Non-Mandatory (Effectiveness and Pricing) Response Schedule to the TPA 2.0 team via the appropriate channel.

On Friday 14 March from 9:00am to 11:00am AEDT there will be a session focused on how to navigate use and respond compliantly to Schedule 3 to Part 3 – Non-Mandatory (Effectiveness and Pricing) Response Schedule of the RFT. If you would like to attend, please register your organisation's attendees by providing their name(s) and email(s) via email to tpa2@customerservice.nsw.gov.au. Please note that it is critical that you email your questions to tpa2@customerservice.nsw.gov.au before the session so that we may develop content based on your questions. Although questions can be raised during the session they may not be able to be addressed in the session.

This is a reminder to register for the upcoming tender briefing that is to be held at 10am (AEDT) on Tuesday 11 February. The cutoff for registrations is 10am (AEDT) on Monday, 10 February. Details of the Tender Briefing: Date and Time: 10am (AEDT) on Tuesday, 11 February, or as advised via an addendum to this RFT. Format: The Tender Briefing will be held virtually. Attendance: The briefing is not mandatory. The email address to send the details of attendees for the briefing session previously had an error and has been corrected to tpa2@customerservice.nsw.gov.au. 'Telecommunications Purchasing Arrangements 2.0 RFT - Parts 1 to 4' has been incremented to v1.1 as a result of this change.
