Transport for NSW (TfNSW) is seeking industry feedback as part of a Market Engagement Process (MEP) for the Main Works stage of the Parramatta Light Rail Stage 2 (Project).

Overview

Project goals

Transport for NSW (TfNSW) invites suitably qualified organisations to register their interest to participate (as “MEP Participants”) in the Market Engagement Process (MEP) for the Parramatta Light Rail Stage 2 Main Works (PLR2MW).

The Parramatta Light Rail Stage 2 program of works will connect local communities in the Greater Parramatta and Olympic Peninsula, and bring the vision of a ‘30-minute city’ closer to reality. Parramatta Light Rail Stage 2 will have:

a)      14 stops over a new 10km two-way track;

b)      travel times of around 31 minutes from Camellia to the Carter Street Precinct via Sydney Olympic Park, and a further 7 minutes to the Parramatta CBD; and

c)      high frequency services on weekdays between 7am to 7pm, and around every 10-15 minutes outside those times, on weekends and public holidays.

Construction of Parramatta Light Rail Stage 2 will be delivered in phases, starting with the Enabling Works (which is currently in construction) – the first 1.3km of new light rail alignment. The next phase of Parramatta Light Rail Stage 2 will be the delivery of the PLR2MW.

The focus of this Market Enagement Process is solely the PLR2MW phase of Parramatta Light Rail Stage 2. Further information on the PLR2MW will be provided in the data room to MEP Participants

Scope

This Market Engagement Process is intended to seek feedback from the market and has the following objectives:

a)    Inform and broadly engage with the market about this PLR2MW opportunity.

b)    Seek market input to inform the finalisation of the proposed delivery strategy for the PLR2MW.

c)    Gain insights into any potential market issues, constraints and opportunities.

d)    Seek market ideas, capture market expertise and provide input on design solutions and constructability matters.

e)    Gauge interest levels of potential contracting organisations in participating in the upcoming tendering opportunities in the timeframe proposed.

Entities who are successful in registering will, as MEP Participants, be:

a)    provided access to a secure confidential electronic data room. The data room will contain further information with respect to the MEP and the PLR2MW;

b)    invited to attend an industry briefing by TfNSW; and

c)    invited by TfNSW to submit a written submission in response to TfNSW’s specific MEP questions.

To successfully register to participate in the MEP for the PLR2MW, organisations must follow the instructions outlined in the attached document titled ‘PLR2MW - Market Engagement Registration Invitation’, including, but not limited to, section 3.

TfNSW will accept receipt of registrations (completed Registration Form and executed Corporate Confidentiality Deed Poll) until 3:00pm on 14 March 2025.

TfNSW may determine (in its absolute discretion) that it is appropriate to consider a late registration request.
