Stage 1: Expression of Interest (EOI)
Seeking applications from Suppliers for the short-listing to participate in the Stage 2 process, Request for Tender (RFT) for the proposed works aimed to deliver improved mobile coverage on identified major highways and roads and to adjacent local communities across rural, regional and remote NSW.
The Regional Roads Australia Mobile Program Pilot (RRAMP) includes six projects. EOI applications can include pre-registration nominations for one or more of the six projects.
Scope
Stage 1: Expression of Interest (EOI)
Applications are invited from appropriately qualified and experienced contractors (Mobile Network Operator or a Mobile Network Infrastructure Provider) who wish to prequalify to be short-listed for the proposed works to deliver improved mobile coverage on identified major highways and roads and to adjacent local communities across rural, regional and remote NSW.
The Regional Roads Australia Mobile Program Pilot (RRAMP) includes six projects. EOI applications can include pre-registration nominations for one or more of the six projects.
The scope of work for Project 1 to 6 includes:
- Site acquisition, environment and design
- Delivery of enabling site infrastructure
- Supply of backhaul and power
- Provision of continuous multi-carrier service coverage including ongoing operations and maintenance for a minimum operating period of 2 years for Project 1 and 10 years for Project 2 to 6.
- Reporting on the outcomes and performance during the operational period.

Two- stage procurment process is being used involving Stage 1 Expression of Interest (EOI) followed by a Stage 2 Request for a Tender (RFT)
Stage 1: The Expression of Interest (EOI) includes 3 parts:
Part A - Expression of Interest Conditions of Application.
Including the Return of the Confidentiality Deed Poll (Appendix A) to the nominated contact Simon Tarbox at simon.tarbox@regional.nsw.gov.au by no later than 3:00PM Tuesday, 3rd December, 2024.
Part B - Returnable Schedule. The schedules are to be lodged on the Buy.NSW Opportunities Hub no later than the close of the EOI, 3:00PM Thursday, 16 January 2025.
Part C - Functional Requirements and Technical Components Proforma.
Non-Mandatory Briefing
As outlined in 1.3 of the Conditions of Application there will be a non-mandatory online briefing session on Thursday 5th December, 2024. Registration for the Briefing is no later than 3:00PM, Tuesday, 3rd December, 2024.
