Project goals
The NSW Electricity Infrastructure Roadmap outlines the State's strategy to modernize the electricity system and support the economy with low-cost, clean electricity generation and reliable 24-hour power sources. It includes plans for the first five Renewable Energy Zones (REZ), such as Central-West Orana (CWO), which will provide essential network infrastructure to integrate new renewable energy sources into the grid. REZs serve as modern power stations, combining generation, transmission, storage, and system strength services to ensure a secure and affordable energy system. They are vital for replacing existing power stations as they retire over the next 15 years.
The Energy Corporation of NSW (EnergyCo) is the statutory authority responsible for delivering these REZs. As the Infrastructure Planner under the Electricity Infrastructure Investment Act (EII Act), EnergyCo prioritizes and leads the development of REZ transmission, generation, firming, and storage projects for efficient investment.
In December 2023, EnergyCo announced a preferred Network Operator (NO) for the CWO REZ transmission system, tasked with designing, building, financing, operating, and maintaining the network infrastructure while facilitating access for approved Candidate Foundation Generators. EnergyCo will oversee the CWO REZ's delivery and transition to a steady-state team structure, requiring support from service providers to ensure timely and budget-compliant delivery, maximising value for consumers
Scope
EnergyCo will be inviting service providers which are pre-qualified under relevant categories/engagement types of NSW Government Schemes SCM1191, SCM10611 and/or SCM0005, for an Expression of Interest (EOI) in delivering service provider resources across the following six categories:
- Commercial and Finance
- Delivery - Construction
- Project Controls
- Delivery - Technical
- Communications and Stakeholders (Including First Nations Support)
- Connections, Operations and Commissioning.
The purpose of the EOI is for EnergyCo to understand the capability and capacity of the market to deliver suitably qualified resources across the above categories. It also seeks to understand how the objectives of the procurement can be achieved in a way that best delivers value for money.
Following the evaluation of the EOI responses, EnergyCo will shortlist service providers which it will approach during a Request for Quote (RFQ) stage, to obtain additional information required to contract for the services.
For the avoidance of doubt: Only service providers which have successfully participated in the EOI stage will be invited to participate in the RFQ stage of the procurement.
Additional details/instructions
Following the EOI documentation release through the Buy NSW Opportunities Hub in early February 2025, EnergyCo will hold a mandatory industry briefing for interested service providers to attend.
EnergyCo will not be able to respond to questions about this process prior to the release of the EOI documentation to the market.
