Agencies must use local businesses within communities impacted by bushfires.

NSW Government agencies must use local businesses within communities impacted by bushfires wherever possible for clean-up, repair, rebuilding, remediation and enhancement works. This includes government-contracted suppliers involved in these works.

Agencies can use any suitable and capable local business, whether they are prequalified through existing procurement arrangements or not.

If there is no appropriate local business available, then other regional businesses should be considered before other suppliers.

Find regional suppliers

NSW government agencies must give first preference to an appropriate local business based in the local government area in which the work is to be done.

If no appropriate local business can be identified, or if a local business cannot complete the work within a reasonable timeframe, then the work may be allocated to another regional supplier.

Where no suitable local business or regional supplier is available, another suitable supplier may be used.

Share your bushfire recovery plan

Buyers can use the bushfire-affected communities rebuild portal to share their needs and programs of bushfire recovery work.

This service is available to NSW Government buyers (including private hospitals, local councils, non-profit organisations, educational institutes and public authorities) and also private buyers.

The portal helps connect buyers with regional suppliers and vice versa.

The concierge service is available to government agencies, councils, insurance firms and other potential users of regional suppliers.

Encourage regional suppliers to join

Suppliers can register on the bushfire-affected communities rebuild portal.

The portal is an opportunity for all suppliers in NSW, with an emphasis on local and regional suppliers.

Regional suppliers are welcome to register, even if they are from areas not affected by bushfires and especially if they are from drought-affected regions.

Sometimes local and regional suppliers will not have capacity or the required capability to provide certain services, so metropolitan suppliers can also register.

The concierge team is also reaching out to regional suppliers. We are helping them register on the portal and update their information so buyers can find suitable suppliers.

NSW Government agencies must comply with Procurement Board Direction PBD 2020-01 Support for bushfire affected communities. State-Owned Corporations are encouraged to do the same.

'SME or regional first' policy requirement

Agencies must first consider purchasing from a regional supplier for procurement in a regional area, whenever direct procurement is permitted, up to a value of $250,000 (excluding GST). If the procurement is not in a regional area, then the agency must first consider purchasing from an SME.

For metropolitan areas, agencies must consider an SME first. For procurements for both metropolitan and regional locations, the buyer should explore supplier options and assess the best approach.

The SME or regional first initiative came into effect on 1 January 2020. Procurement activities underway as at 1 January 2020 will not need to comply with the new requirement.

Context

The Minister for Finance and Small Business, Damien Tudehope MLC, and the NSW Procurement Board have issued PBD 2020-01 Support for bushfire affected communities to ensure that bushfire recovery funds support local businesses where this is achievable and to assist the economic recovery in bushfire affected areas

2019-2020 has seen large areas of NSW impacted by devastating bushfires. NSW Government agencies are closely involved in bushfire response, management, clean up, repairs and rebuilding damaged infrastructure.

Beyond the immediate physical impacts, local economies and businesses are impacted by a decrease in visitor numbers and reduced business opportunities as projects or other funds are redirected to repairs and rebuilding. The bushfires have occurred in conjunction with a period of extreme drought that has also severely affected local economies and businesses.
